Gas prices through the roof? Trust a practical country to come up with a practical solution.

From the Times of India:
The engines of the buses have been tuned to allow a maximum speed of 60 km only, an official said here on Wednesday.
The tuning of the engines would give 0.40 km mileage per litre. “The drivers have been advised to drive the buses in such a way that the mileage touched five km per litre against the present 4.45 km per litre.”
In cities and towns, however, the buses would be allowed a maximum speed of 55 kmph. “Our aim is to achieve a mileage of 4.22 km per litre in towns, instead of the present 3.92 km a litre.”
India has a lot of people to move every day, and needs a lot of buses to move them. I don’t know what the total gasoline savings will be, but I’m betting they’ll be substantial in a country with 1,150,000,000 people that grows by 100 million people every five years. I wonder too what the difference will be in terms of greenhouse gas emissions?
And just as importantly, is this too crazy to try out here in the gas-guzzling West? Would anyone really notice if our city buses drove 10km/hour (6 miles/hour) slower? Public transit companies could use their gas savings to improve transport services, decreasing the need for cars.
