The victim, who was not wearing a life-jacket, was fishing with a friend when the boat capsized, Const. Fournel said.
“It was a fishing day for them, and for some reason, they rolled the boat and both of them ended up in the water.”
The survivor, who was wearing a life-jacket, swam to a nearby island and summoned other boaters for help.
